Cabinet finalizes 2025–2026 government program aligned with Vision 2035

As the government prepares to finalize the work program for the 2025–2026 annual plan, official sources have revealed that the upcoming program is structured around unified methodologies, streamlined strategies, and measurable implementation mechanisms. This comprehensive framework is in direct alignment with the country’s long-term development blueprint — New Kuwait 2035 — and incorporates 141 projects across various government sectors.

According to informed government sources, this year’s program marks a significant advancement in organization and coordination. For the first time, the Cabinet received standardized and detailed ministerial plans that adhere to a common structure and terminology, reports Al-Rai daily.

The terms “initiatives” and “projects” were clearly defined and applied consistently, eliminating past confusion and duplication.
“The government was keen to address inconsistencies and avoid any overlap between initiatives by coordinating beforehand among relevant authorities,” the source noted. “Each project or initiative now has a clearly defined timeframe, linked to strategic objectives and divided into specific phases to ensure accountability.”

A standout feature of the new program is the introduction of a unified mechanism for presenting and managing government projects and initiatives. Each entry now includes interim targets tied to a timetable, measurable Key Performance Indicators (KPIs), and defined responsibilities for implementation and coordination.

“This will enable transparent tracking and monitoring by both internal and external oversight bodies,” the source said.
Furthermore, the Cabinet issued a simplified implementation guide for all ministries and public institutions, ensuring that each entity followed the same format when submitting initiatives.

The guide includes fields for essential information such as: initiative and project names, descriptions and objectives, components and expected outputs, strategic alignment and performance indicators, anticipated obstacles, coordination requirements with other entities and closing gaps and enhancing clarity.

The government sources emphasized that any gaps or vague language in ministerial submissions were addressed before inclusion in the program. “There’s now complete consistency between the proposed initiatives and overall government priorities,” the source said, adding that the methodology ensures clear accountability and performance evaluation.

This new program structure also reflects a significant evolution in the government’s administrative approach — one focused on clarity, transparency, and integration among the ministries. Each initiative now stands on a foundation of detailed planning, foresight, and alignment with Kuwait’s national goals.

With these final touches, Kuwait’s 2025–2026 work program is expected to serve not just as an annual development roadmap, but as a measurable, results-oriented platform driving the country’s vision for a diversified, sustainable future.
