Cabinet approves tough penalties for leaking exams, manipulating results

The Council of Ministers through Decree-Law No. (77) of 2025, has introduced two new articles — 259 bis and 259 bis A — into Penal Code No. (16) of 1960.

This legislative step is concerning the leaking of public education exams and manipulation of student grades, marking a firm stance against academic dishonesty, reports Al-Jarida daily.

According to the new law, any individual who prints, publishes, distributes, promotes, or leaks middle and secondary school exam questions or answers — or disrupts the exam process or influences its outcome — will face a prison sentence ranging from two to five years and a fine between 5,000 and 10,000 Kuwaiti dinars.

Stricter penalties apply to persons involved in the official administration of exams. Those responsible for preparing, overseeing, transporting, correcting, or leaking exam results may face imprisonment for up to seven years and a fine between 5,000 and 20,000 dinars.

The accompanying explanatory memorandum emphasized that this law addresses an urgent national priority — preserving the integrity of the educational process, ensuring fair student assessment, and protecting the credibility of Kuwait’s academic system from practices that undermine it.
