Kuwait launches ‘Wafer”’ campaign to cut power and water consumption by 25% over four years

The Ministry of Electricity, Water and Renewable Energy has launched the national “Wafer” campaign to promote electricity and water conservation, aiming to reduce consumption by 25% within four years.
Undersecretary Dr. Adel Al-Zamel emphasized the campaign’s slogan, “Less is more with your savings,” as a call to adopt moderation and sustainability.
Al-Zamel highlighted the campaign’s long-term strategy, which includes smart buildings, efficient air conditioners, and technological solutions. He linked rationalization to future tariff adjustments, noting that current subsidies cover 95% of electricity and 90% of water costs.
Any tariff revision will consider all social segments, particularly low-income groups, reports Al-Rai daily.
Kuwait currently imports energy through the Gulf grid to ensure maintenance of power units, but the early arrival of summer heat—linked to climate change—has strained supply.
He also noted Kuwait’s electricity consumption per capita is 35% higher than Saudi Arabia’s and four times higher than in the U.S. or Europe. Water use in Kuwait is approximately 2,000 liters per person per day versus 250 liters in Saudi Arabia.
The ministry aims for renewable energy to supply 25% of Kuwait’s electricity by 2030, supported by the Shagaya and Abdaliya projects. Delays in maintenance contracts, caused by global supply chain issues and bureaucracy, are being addressed.
Additionally, the ministry proposed flexible and evening work shifts to reduce peak-hour electricity use, pending approval from the Civil Service Bureau.
