Women under Article 8 revocations permitted hajj travel — with conditions

The Ministry of Islamic Affairs announced on Sunday that women whose Kuwaiti nationality was revoked under Article 8 are permitted to travel to perform Hajj this year, provided they meet specific legal and administrative conditions.

The announcement was conveyed through an official circular issued by Abdullah Al-Buaijan, Supervisor of Hajj and Umrah Affairs, dated May 11, 2025, according to Al-Rai daily.

The circular was addressed to all licensed Hajj caravans operators and clarified that this exceptional approval is subject to key restrictions. Women affected by Article 8 revocations will not be allowed to travel for Hajj if they are:

  • Subject to a travel ban
  • Under any form of security restriction
  • In possession of an expired passport.

The Ministry emphasized that only those without these impediments are eligible to proceed with Hajj travel arrangements. Furthermore, individuals with valid but previously submitted passports must contact the Ministry of Interior to retrieve them in order to finalize their travel documents.

Importantly, the circular also stated that re-nomination for Hajj from this category will not be accepted for individuals who have canceled their passports voluntarily.

This conditional approval reflects a coordinated approach between the Ministry of Islamic Affairs and security authorities, ensuring that individuals maintain proper documentation and do not fall under legal prohibitions before embarking on the pilgrimage.
