Kuwait engages global consultant to enhance government performance
The Council of Ministers will implement an integrated system for managing government performance and has assigned the government performance follow-up agency to oversee it.

The Council of Ministers has decided to implement an integrated system for managing government performance and has tasked the government performance follow-up agency with overseeing its implementation. They will also engage an international consultant to assist in this process, according to government sources cited by Al-Rai newspaper.
The sources stated that this initiative followed the Council of Ministers meeting on September 24, during which Sheikh Ahmed Al-Meshaal, the head of the Government Performance Follow-up Authority, presented a visual report on building the government performance management system.
The aim is to reduce the criticisms received in reports from supervisory bodies regarding government entities, achieve financial sustainability through the adoption of financial policies, develop incentive, accounting, and evaluation mechanisms for all employees, prepare government agencies for strategies related to the Kuwait Vision, improve Kuwait’s international indicators, enhance citizens’ confidence in government performance, and achieve high levels of satisfaction with the services provided.
Additionally, the plan includes preparing indicators to measure the performance of government entities and create a conducive business environment within the government performance management system.
According to the sources, the council decided to assign the government performance follow-up agency, in coordination with the Ministry of Finance, to provide the necessary financial appropriations to contract with a global advisor in preparation for launching the system.
It also mandated all government entities to implement the government performance management system and to develop strategic plans with clear visions and missions, operational plans, and measurable goals, while linking these plans to performance measurement indicators.
The council emphasized to the Civil Service Commission the need to develop evaluation systems for employees at all levels, including those in supervisory and leadership positions, and to link these systems to performance measurement indicators to ensure accountability for underperformance and reward excellence. Additionally, it called for creating specialized roles focused on improving institutional performance.
