204.178 million dinars and €170 million approved for Subiya site expansion
The cost of awarding a tender to supply, install, operate, and maintain gas turbine units in a combined cycle system to increase electrical energy production at the Subiya Electric Power and Water Distillation Site to 900 megawatts in the first stage.
Sources in the Ministry of Electricity, Water, and Renewable Energy announced that the Ministry of Finance has approved the cost of awarding a tender for supplying, installing, operating, and maintaining gas turbine units operating on a combined cycle system. This is to increase electrical energy production at the Subiya Electric Power and Water Distillation Site, reaching 900 megawatts in the first stage.
They explained that the Audit Bureau had previously agreed, after studying the tender papers, to amend the tender amount to 204.178 million dinars and 170 million euros, instead of the originally proposed 257.558 million dinars.

The sources indicated that this approval was based on a letter from the Central Agency for Public Tenders, which the ministry received in mid-January, regarding the request to approve the cost of awarding the tender.
They explained that the Audit Bureau had previously agreed, after studying the tender papers, to amend the tender amount to 204.178 million dinars and 170 million euros, instead of the originally proposed 257.558 million dinars.
The sources stated, “The approval from the Audit Bureau, the Ministry of Finance, and, before them, the Central Tenders Agency to implement this vital project would contribute to alleviating the severity of the electrical energy shortage crisis in the coming years.
In another context, Minister of Electricity, Water, and Renewable Energy and Minister of State for Housing Affairs, Dr. Salem Al-Hajraf, issued a decision to cancel the implementation of Ministerial Resolution No. 26 of 2024 regarding the formation of a committee to review and study applications for accreditation of relevant companies and factories for the ministry’s various activities.
The decision included canceling all qualification lists for contractors, suppliers, and subcontractors. It stated that the main contractor for any project or contract is responsible for selecting subcontractors, and the main contractor is primarily accountable to the ministry for any violation of the contract terms.
Regarding the projects governed by the Central Agency for Public Tenders law, Minister Al-Hajraf’s decision stipulates that contractor and company qualifications will align with the agency’s standards and principles.
Contracts and projects under the ministry’s internal purchasing committee will include the contractor or supplier qualification process in the proposal and technical specifications for the work to be completed.
