Kuwait set to integrate solar panel requirements into building rules

The Municipal Council will hold its first Ramadan session next Monday, chaired by Abdullah Al-Mahri. During this session, the council will discuss a proposal by member Munira Al-Amir. The proposal calls for the creation of a schedule in the regulations organizing construction work. This schedule would include the requirements and specifications for implementing solar panels in government and private sites and buildings. Additionally, mechanisms for setting up these solar panels will be proposed.

Regulatory guidelines for these projects will be established in the future to provide a clear framework. The proposal aims to streamline the licensing and production of electrical energy by individuals and companies, enabling them to sell it to the state in cooperation with the Ministry of Electricity, Water, and Renewable Energy, as per the implementation of Decree No. 57 of 2022.

Munira Al-Amir describes her proposal as the first step for the municipal council in organizing and encouraging individuals and companies to produce electrical energy from renewable solar sources. She also calls for the government sector to achieve self-sufficiency in its energy needs using the same method.

The agenda includes approving the minutes of the previous meeting, as well as reviewing a letter from the Minister of Public Works and the Minister of State for Municipal Affairs, Dr. Noura Al-Mashaan. The letter informs the Council about the referral of 4 Council decisions to the Council of Ministers for a decision, following the members’ adherence to their decision and the utilization of Article 25 of the Municipality Law 2016/33. Consequently, the members rejected the minister’s objection to those decisions.

The council will also review the minutes of meetings of several committees, which did not include recommendations for approval. Some of these minutes were referred to the executive body for further study.
