1,500 MW battery storage project enters final negotiations, implementation expected in 2027: Al-Zamil

Undersecretary of the Ministry of Electricity, Water, and Renewable Energy, Dr. Adel Al-Zamil, announced that the ministry is continuing negotiations on the electricity storage battery project to further clarify key details before implementation.

Speaking on the sidelines of the 21st Gulf Electricity Exhibition “CIGRE 2025”, Al-Zamil explained that the project’s expected storage capacity will range between 1,000 and 1,500 megawatts, and it is likely to be implemented in two phases starting in 2027, depending on the country’s energy requirements, reports Al-Jarida daily.

Regarding electricity and water consumption tariffs, Al-Zamil stated that the matter remains under study, emphasizing the Ministry’s commitment to protecting low-income citizens from any potential impact while ensuring the preservation of national resources and addressing wasteful consumption patterns among certain user segments.

On the Gulf electricity interconnection, Al-Zamil noted that an energy purchase agreement is currently in place with the Gulf Interconnection Authority, benefiting Kuwait by optimizing energy production costs.

He added that another agreement is expected soon for purchasing electricity during the upcoming spring and summer seasons.
He also revealed that the Ministry is nearing completion of a new interconnection line with the Gulf grid, which will enhance Kuwait’s electricity import capacity. The project is expected to be completed within this month.

Addressing the law on purchasing energy from external producers, Al-Zamil anticipated its issuance soon, noting that it is part of a broader regulatory and economic framework that includes energy purchasing, consumption tariffs, and incentives for private sector participation.

He expressed optimism about witnessing notable progress and new achievements in the coming months.
Regarding projects being developed through the Public-Private Partnership (PPP) Authority, Al-Zamil said that bids for the Al-Khairan power generation and water desalination plant—with a capacity of 1,800 megawatts—are expected to be submitted by the end of this year or early next year.

He also confirmed that the Cabinet has approved transferring the Nuwaiseeb plant project to be offered through the PPP Authority as part of ongoing efforts to expand energy and water infrastructure through public-private collaboration.
