
The Central Agency for Public Tenders has approved the Ministry of Public Works’ request for direct contracting with China State Construction and Transportation Company Limited, affiliated with the Chinese Ministry of Transport, to implement the engineering, procurement, and construction (EPC) contract for completing Phase One of the Mubarak Al-Kabeer Port project at an estimated cost of KD 1.2 billion.
Well-informed sources told Al-Rai that the agency’s approval followed a thorough review of all documents submitted by the ministry, including Decree No. 155 of 2024 endorsing the memorandum of understanding between Kuwait and China, Cabinet Resolution No. 65 (Meeting 3/2025), as well as a legal opinion issued by the Fatwa and Legislation Department.
The sources noted that the Ministry of Public Works had previously signed a contract with the same Chinese company for the study, design, and pre-implementation services for the port.
This was based on the cooperation decree for the establishment of Mubarak Al-Kabeer Port and supported by Decree-Law No. 22 of 2025, which transferred all jurisdiction and financial appropriations for completing, managing, and operating the port to the ministry.
They added that the ambitious project seeks to establish a major commercial port that will serve as a regional transportation hub, forming a cornerstone of Kuwait’s Vision 2035 strategy.
The port is positioned to anchor the comprehensive development of the northern region as a fully integrated economic and urban system aligned with the state’s long-term national development goals.
