Shagaya and Abdaliya projects drive Kuwait’s clean energy vision

Dr. Subaih Al-Mukhaizeem, Minister of Electricity, Water, and Renewable Energy, Finance, and State for Economic Affairs and Investment, expressed Kuwait’s appreciation for the Chinese delegation and Ambassador Hayat, highlighting the visit’s role in strengthening friendship, strategic partnership, and future collaboration in energy, investment, and development initiatives.
Dr. Subaih Al-Mukhaizeem, Minister of Electricity, Water, and Renewable Energy, Finance, and State for Economic Affairs and Investment, highlighted that the Shagaya and Abdaliya projects are central to Kuwait’s clean energy strategy, welcoming Chinese investment and expertise and expressing hope for expanded cooperation across multiple sectors, Al Jarida newspaper reported.
This came during Minister Al-Mukhaizeem’s reception of a high-level delegation from the People’s Republic of China, headed by First Deputy Governor of Shanghai Province Zhang Jingang, and including Vice Chairman of the State Power Investment Corporation (SPIC) Tamin Haibin.
The meeting was attended by Undersecretary of the Ministry Dr. Adel Al-Zamil, Assistant Minister of Foreign Affairs for Asian Affairs Ambassador Samih Johar Hayat, and several senior Ministry officials.
In his speech, Minister Al-Mukhaizeem emphasized that the meeting builds on His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah’s visit to Beijing in 2023 and the comprehensive cooperation agenda established with President Xi Jinping.
He highlighted the significant progress in bilateral relations, notably the signing of the technical arrangements agreement in March 2025 and the framework agreement for joint project development with SPIC and the Kuwait Investment Authority in July 2025. These agreements detail technical aspects for joint cooperation in renewable energy, in line with royal directives to accelerate major development projects with Beijing.
Minister Al-Mukhaizeem expressed Kuwait’s appreciation for the Chinese delegation and Ambassador Hayat, stressing that the visit reinforces friendship and advances the strategic partnership between the two countries, laying the groundwork for further collaboration across energy, investment, and development initiatives.
