World-class elderly care resort coming to Sabah Al-Ahmad City

The 133,000-square-meter resort, set to be completed in three years, will offer world-class elderly care and rehabilitation services, positioning itself as a regional hub and eliminating the need for travel to Western countries.

• The elderly care resort project embodies “Kuwait 2035”by fostering partnerships, supporting social welfare, and offering comprehensive services to enhance the psychosocial well-being of the elderly.

• Upon completion, the resort will offer top-tier care with green spaces, a five-star hotel, a shelter, and specialized centers for Alzheimer’s, neurostrophy, and multiple sclerosis, providing rehabilitation for patients and families.

• The resort aims to enhance the elderly’s quality of life in Kuwait by offering financial security, safety, social connection, and a supportive community to reduce isolation and depression.

Dr. Sayed Issa, the Assistant Undersecretary for Planning and Administrative Development Affairs at the Ministry, revealed that the Ministry, in collaboration with the Public-Private Partnership Projects Authority, is in the process of launching the “Sabah Al-Ahmad Resort for Elderly Care,” the Al Jarida newspaper reported.

The resort will be built on a 133,000-square-meter plot in the service axis of Sabah Al-Ahmad Residential City. He noted that the final cost of the project will be determined by a specialized consultant, and if it exceeds 60 million dinars, it will be open for public subscription, similar to recently launched energy projects, including the “North Al-Zour Power, Electricity, and Desalination Plant (Phases 2 and 3).”

One of the elderly care models, he added that, “If the cost is less than 60 million, the project will be a partnership contract between the ministry, the investor, and the company authority in accordance with the regulations and procedures specified by the authority’s law.” The estimated duration of the project is three years, from June 2024 to May 2028.

Dr. Issa explained to the newspaper that the project, which is nearing the completion of the study and evaluation phase, is expected to be presented this week to the Supreme Committee of the Partnership Commission, headed by the Minister of Finance, with membership from the Ministers of Works, Trade and Industry, Electricity and Water, and Municipality, along with the Director of the Public Authority for Environment. This will complete the procedures for its introduction.

He pointed out that the ministry aims, through this project, to establish a global resort offering integrated rehabilitation services, which will compete with its counterparts in developed Western countries. The resort will serve as a Gulf and regional center to provide specialized services for the elderly, eliminating the need for travel to Western countries.

He stressed that the project is a true embodiment of the vision of “Kuwait 2035,” aimed at strengthening partnerships with civil society institutions and the private sector, while supporting social welfare initiatives. It will also provide life, educational, financial, and social welfare services for the elderly, ensuring their psychosocial well-being.

Upon completion, the resort will offer a distinguished facility providing the highest levels of care, featuring green spaces and a variety of buildings designed to offer social, psychological, entertainment, administrative, and security services.

It will also include a five-star hotel, a shelter care house, and an awareness center for Alzheimer’s, neurostrophy, and multiple sclerosis, helping to rehabilitate patients and their families in managing the various stages of the diseases.

Additionally, the resort will house a health, rehabilitation, sports, and cultural club, a physiotherapy rehabilitation center, swimming pools for health rehabilitation and hydrotherapy, acoustic therapy, playgrounds, a walking track, rest areas, a restaurant complex, a cinema, a mosque, building services, and resort management facilities.

He noted that the entities directly affected by the project include the Ministries of Social Affairs and Health, the Public Authority for Disability Affairs, as well as public benefit associations.

The Ministry of Social Affairs, represented by the Planning and Administrative Development Sector and under the direct guidance of Minister Dr. Amthal Al-Huwailah, is one of the key government entities working to achieve the vision of ‘Kuwait 2035.’ One of the primary objectives of this vision is to promote and consolidate the principle of partnership with the private sector and civil society institutions.

A world-class rehabilitation resort will serve the Gulf countries and the region, eliminating the need for elderly individuals to travel to Western countries. The estimated implementation period for the project is approximately three years, starting in June 2025 and concluding by May 2028.

During this period, the project will go through several stages: preparation in cooperation with the partnership body, the appointment of a consultant, and the preparation of a feasibility study. Following this, the project will move to the stages of announcing the project, expressing interest from investors, qualifying investors, and receiving their offers. This will lead to the selection of an investor, negotiations, signing the partnership contract and financial closure, followed by implementation and follow-up.

Dr. Issa highlighted one of the project’s key features: the creation of job opportunities for dozens of citizens in both the government and private sectors. He also noted that the project would enhance Kuwait’s international standing, improve its classification in the Sustainable Development and Human Rights Index, and foster a more developed human environment.

He explained that such projects align with the provisions of Law No. 18/2016 on the social welfare of the elderly, particularly Article 19, which requires the government to provide spaces for the elderly in clubs and centers offering sports, cultural, religious, and recreational activities that meet the specific needs of the elderly.

In terms of qualitative objectives, Dr. Issa mentioned that the project aims to achieve several key results, including giving the elderly a sense of value in society through services, activities, and programs at the resort. It will provide direct follow-up on their situation and offer an environment where they can be with family and friends, thus reducing isolation and the likelihood of psychological depression by promoting community living.

Another goal is to engage experienced elderly individuals, drawing from their insights and guidance to improve care methods. Additionally, the project seeks to provide economic and financial security for the elderly, ensuring their safety while enhancing their quality of life.
