The world must move from aspiration to action to limit rising global temperatures, Prime Minister Boris Johnson will tell leaders at\u00a0COP26, as he commits to\u00a0increase the UK\u2019s own climate finance by\u00a0\u00a31 billion by 2025\u00a0in Glasgow today (Monday 1 November).<\/p>\n
In an address\u00a0at the\u00a0World Leaders Summit Opening Ceremony, the Prime Minister will urge\u00a0world leaders\u00a0to take concrete steps on phasing out coal, accelerating the transition to electric vehicles,\u00a0and\u00a0halting deforestation\u00a0as well as supporting developing nations\u00a0on the frontline\u00a0of the climate crisis with climate finance.<\/p>\n
These actions will make the biggest difference in reducing emissions this decade\u00a0on the world\u2019s path to net zero and\u00a0keeping alive the global aim of limiting\u00a0rising\u00a0temperatures to 1.5C under the Paris Agreement.<\/p>\n
Leading by example, the UK doubled\u00a0its\u00a0International Climate Finance commitment to \u00a311.6 billion over five years in 2019, and the Prime Minister\u2019s new\u00a0announcement\u00a0today would take\u00a0this to\u00a0a world-leading\u00a0\u00a312.6 billion, if the economy grows as forecast.<\/p>\n
The UK\u2019s International Climate Finance is drawn from the overseas aid budget, which\u00a0\u2013\u00a0as set out in the Spending Review \u2013\u00a0is forecast to return to 0.7% of GNI in 2024\/25. The funding goes to life-changing\u00a0programmes\u00a0around the world, shoring up the\u00a0defences\u00a0of communities on the frontline of climate change, protecting nature and biodiversity, and supporting the global transition to clean and green energy.<\/p>\n
At today\u2019s Opening Ceremony, the\u00a0Prime Minister Boris Johnson\u00a0said:<\/p>\n
\u201cHumanity has long since run down the clock on climate change.\u00a0<\/em><\/p>\n \u201cIt\u2019s one minute to midnight and we need to act now.\u00a0<\/em><\/p>\n \u201cIf we don\u2019t get serious about climate change today, it will be too late for our children to do so tomorrow.<\/em><\/p>\n He also said:<\/p>\n \u201cWe have to move from talk and debate and discussion to concerted, real-world action on coal, cars, cash and trees.<\/em>\u00a0<\/em><\/p>\n \u201cNot more hopes and targets and aspirations, valuable though they are, but clear commitments and concrete timetables for change.<\/em>\u00a0<\/em><\/p>\n \u201cWe need to get real about climate change and the world needs to know when that\u2019s going to happen.\u201d<\/em><\/p>\n Later today, the Prime Minister will bring round one table some of the world\u2019s biggest economies\u00a0with the countries most vulnerable to climate change to hear what is at stake for countries if action is not taken now and set the tone for two weeks of negotiations to come.<\/p>\n The COP26 climate summit comes six years after the Paris Agreement was signed by over 190 countries to limit rising global temperatures to well below 2C with a view of reaching 1.5C.
