The Audit Bureau confirmed the existence of deficiencies in achieving the desired goals of the state\u2019s development plan, which includes 51 projects, for which an estimated at 648.2 million dinars had been set aside in the budget for fiscal 2021-2022, noting \u201cthe importance of addressing capital (investment) spending by finding solutions to administrative and technical obstacles\u201d and finances related to the implementation of projects, and work to restructure the documentary cycle between the relevant government institutions.<\/p>\n
A local Arabic daily quoting the Audit Bureau report stated, in its annual report that finances for 23 projects or 45.1 percent of the 51 development projects, were not disbursed, estimated at 37.9 million dinars, which resulted in the failure to achieve the desired goals.\u201d<\/p>\n
The sources pointed to the increase in appropriations after adjustment for development plan projects in the budget for fiscal 2021-2022 by about 86.1 million dinars, or by 15.3 percent over the appropriations after adjustment for development plan projects in the fiscal 2020-2021, amounting to about 562.1 million dinars, while the achievement percentage decreased during fiscal 2021-2022 compared to the previous fiscal year.<\/p>\n
The Bureau said, \u201cThere are shortcomings in conducting the study and preparing for the projects before they are offered, which resulted in a change in their components and specifications during implementation, with the need to re-offer some projects due to the failure of some ministries to receive bids that comply with the requirements and specifications set in the bidding requirements, in addition to the delay in government agencies in the conclusion of contracts resulted in the failure to benefit from the appropriations included in the budget.<\/p>\n
The Bureau stated that the actual expenditure on development projects was 453.7 million dinars or 70 percent of the appropriations after the amendment, and achieved a saving of about 194.5 million dinars, or 30 percent of which about 4.1 million dinars were spent, or 19.6 percent, and savings amounted to 16.8 million dinars, or 80.4 percent of the appropriations after the amendment.<\/p>\n
The report pointed out, “The total credits allocated to construction projects, numbering 32 projects, were distributed to 10 government agencies, about 627.3 million dinars, of which about 449.6 million dinars were spent, or 71.7 percent, and savings amounted to about 177.7 million dinars, or 28.3 percent, of the appropriations after the amendment.”<\/p>\n","protected":false},"excerpt":{"rendered":"
