Secretary-General presents draft law to restructure budget of development projects

The Secretary-General of the Supreme Council for Planning and Development, Dr. Khaled Mahdi presented a draft law to restructure the budget of the development plan projects, pointing out that one of the policies of the development plan is to restructure the state budget so that there is a budget for programs and performances, which will be for three years, instead of ‘a year’, to solve the credit problems of many delayed projects.”

Mahdi said in a press statement, the secretariat has made recommendations that each party should have a planning and follow-up committee so as not to cooperate the plan as normal projects, which the authorities include in their annual plans, stressing that these procedures are part of a program to develop a transparent, interconnected government program, reports a local Arabic daily.

He added that the restructuring of the government sector is included in the government’s work program and falls under the supervision of the Civil Service Commission, while the secretariat is a member on the committee concerned with the file.

He explained the secretariat has prepared a study for restructuring, which is based on dismantling roles in the government, and its most prominent principles is that a single government entity should not perform the three roles — development, regulation and control, and operation, saying the Ministry of Education, now performs the three roles, while can be separated into organizational units, and a Higher Education Council that sets general policies and transforms schools into independent units.

He pointed out that the government plays all three roles and this will not continue, stressing that the restructuring will be by operating either through a private company, a public company, or a partnership company between the two sectors.

He stated that the privatization program within the restructuring includes 38 administrative units according to the plan prepared by the secretariat years ago, stressing that all these steps will need supporting laws.

Regarding the initiative he is working on within the development plan to manage the early childhood file, Mahdi explained that the Municipality seeks to follow up on the development of child education through the 1,000 Days Initiative, noting that the nurseries file is divided among 3 parties and does not help in treating early childhood.
