The State Audit Bureau (SAB) in a letter has informed the Public Authority for Housing Welfare that three tenders for the supply, extension and maintenance of 132 kV ground cables for feeding 8 major substations in the suburbs N6, N9, N10 in the city of Al-Mutla’a have been turned down due to what it called ‘incorrectness’ – for not offering the tenders to the lowest bidder despite the fact that the bidder had fulfilled all technical conditions.
Al-Qabas has learned the Bureau took the decision after the Ministry of Electricity and Water – the authority responsible for determining the issue weighed in favor of the lowest bidder.
