NBHR talks of need to work on new prison project put forward in 2013

The National Bureau for Human Rights (NBHR) directed a number of recommendations to the administration of correctional institutions in the country, most notably the need to expand the scope of work with the electronic bracelet by the Public Prosecution to include the largest number of prisoners, and the need to work on the completion of the new prison project that was put forward since 2013.

The semi-annual report of the Permanent Committee for Complaints and Grievances at the Diwan revealed that the committee received 67 complaints during the period from January 1 to June 30, including 35 complaints of citizens and 32 complaints of non-Kuwaitis, reports Al-Qabas daily.

According to the report, of which Al-Qabas obtained a copy, these were distributed on the basis of 12 labor complaints, 5 complaints related to administrative deportation of expatriates, 12 complaints of people with disabilities, and 5 complaints within the category of abuse of power, in addition to a number of other complaints.

In its recommendations, the committee demanded the need to allocate a financial reward for prison workers in order to encourage them to join the correctional institutions sector, given the nature of work in it and the difficulty of dealing with prisoners, as well as the involvement of the National Bureau in committees formed to investigate issues related to human rights.

In its recommendations for the Juvenile Welfare Department, the committee demanded the need to activate systems to protect employees from the violent behavior expected from inmates and their families at times, noting that the nature of work in the department is not attractive to the job specializations required to work in it, such as psychologists, social workers and behavior monitors for the loss of work in the department for incentives Materialism, which leads to the leakage of many cadres to other institutions, and necessitates the necessity of approving motivational cadres in the institution.

The committee demanded the activation of Clause 6 of Article 1 of the Juvenile Law, related to the necessity of providing specialized police to guard social welfare institutions of both sexes, since the administration is forced to contract with private security companies to do this job.
