MOCI suspends powers of the PAM Director

The Minister of Commerce and Industry(MOCI), Dr. Abdullah Al-Salman issued a decision to freeze a number of the powers of the Director-General of the Public Authority for Manpower(PAM), Ahmed Al-Mousa, Al Jarida reported.

According to Al-Salman’s decision, 15 powers were seized, most notably appointing and rotating leaders, placing vacancies in supervisory positions, referring employees to retirement, appointing and re-appointing public office occupants, and imposing the penalty of dismissal from work, as well as canceling disciplinary decisions, preserving the investigation, and concluding contracts and private tenders distributions and public works.

The list of seized powers includes signing contracts for cut salaries for temporary employees, deciding cases of transfer, internal and external training, issuing decisions related to promotion with inevitable seniority, granting periodic increments, in addition to stopping work for the benefit of the investigation and referring employees in public positions for investigation.

The list also included consideration of informing the judicial authorities and ordering the continuation or suspension of the investigation if it became clear from the investigation that it had committed a suspicion of a common-law crime, in addition to the termination of the decisions related to the end of service by law.

Under the decision, Al-Salman retained Al-Mousa’s authority to grant leave to employees, and as for the procedures, it became the exclusive authority of the minister.
