In a move aimed at “besieging benefit, courtesies and chaos”, which is represented in the formation of committees and teams and profiting from them, Minister of Works Amani Bouqmaz issued a decision that included setting new controls regarding the formation of teams and committees at the level of all sectors of the ministry.
The decision, of which Al-Qabas obtained a copy, obligated the technical committee to implement the team system and other committees to adhere to a set of controls before approving the formation of those teams.
The controls included studying the requests submitted by the various sectors regarding the request to form work teams or committees, and ensuring the urgent need for them, and the desired benefit from their formation, with calling the Assistant Undersecretary of the concerned sector to explain the justifications for requesting the formation of the team or committee and the need for it.
The decision stressed ensuring that the terms of reference of the team or committee are not at the heart of the work of the administrative units in the ministry, and do not conflict with their terms of reference, in addition to the need for the head of the formed team or committee to present the names of the members to be selected and their experiences, the tasks of each member, and the extent to which expertise and specializations are compatible with the tasks.
The decision stipulates that it is not permissible to choose members whose experience does not exceed 3 years, with a requirement that the experience exceed 10 years in teams and committees of a special nature, taking into account that the names of members are not repeated in the teams, and that the member’s participation does not exceed two teams or two committees, and the approval of the minister is required for the same person to participate in more than two committees, if necessary.
