Kuwait parliament Oks amending some by-law provisions

The National Assembly during its follow-up regular session on Wednesday approved a bill for modifying some provisions of the by-law whereby proposed bills will be directly submitted to the relevant committees. The bill was endorsed in the first and second readings, with 54 votes in favor, a single opposition, out of the present 55 MPs.

At essence, a presented bill must not be signed by more than five members of the parliament; the speaker refers it to the relevant commission; a rebuffed bill cannot be re-presented to the assembly during the same session.

The amendments stipulate that the speaker shall present to the MPs government bills pending submission to the committees, except in cases where the government requests that they be examined urgently, or the speaker and the concerned committee view it as an urgent matter. The commissions will be entitled to study constitutional, legal and objective aspects of the proposed bills.- KUNA
