On behalf of the Government and people of France, I would like to extend to His Highness The Amir of the state Kuwait, Sheikh Sabah Al Ahmad Al Jaber Al Sabah, and to the people of Kuwait, my warmest congratulations on the 58th anniversary of independence and the 28th anniversary of liberation.
