Fourth structural plan has a close connection with all MoUs signed with China

The Council of Ministers has granted approval to a draft decree pertaining to the State of Kuwait’s fourth comprehensive structural plan for 2040, subsequently submitting it to His Highness the Crown Prince.

Fahd Al-Shoula, the Minister of State for Municipal Affairs and Minister of State for Communications Affairs, affirmed that this project is closely linked to recent memorandums signed with China, encompassing areas like the Mubarak Al-Kabeer Port and renewable energy, aligning with the plan. This integration extends to residential cities, metro systems, and railways, reports Al-Rai daily.

During the Cabinet review, Al-Shoula and senior municipal officials presented a visual overview of the project, delineating four key regions — the Kuwait Urban Region, the Northern Regional Economic Region, the Southern Regional Region, and the Western Regional Region.

Al-Shoula disclosed that the municipality plans to organize an extensive meeting with various authorities and institutions to elucidate the structural plan’s components, subsequent to its approval and publication in the Official Gazette.

He emphasized that the project’s comprehensive notes amount to 30 books, with the published material being a condensed and informative summary. He further highlighted that the initial focus in project implementation would be on the northern economic region, Mubarak Al-Kabeer Port, residential areas, and an equitable distribution of population density across the regions.

In response, Abdullah Al-Mahri, the head of the Municipal Council, conveyed to Al-Rai that the master plan will serve as a guiding blueprint for constructing a “new Kuwait,” aligning with substantial development projects outlined in the government’s action plan and the recent memorandums of understanding with China. He emphasized the urgent need for collaborative meetings between the municipality and other government agencies to formulate a comprehensive policy for executing the plan’s contents.
