Foreigners seeking new employment in Kuwait would be required to produce a Police Clearance Certificate (PCC) from their country of origin, and one from Kuwait’s Ministry of Interior (MoI) to ensure they have no criminal blemishes.

The PCC from the country of origin of employees, coming to work in Kuwait for the first time, must be obtained no more than three months prior to their arrival and should also be attested by the Embassy of Kuwait in that country. The second PCC must be obtained from the Forensics Department of the MoI in Kuwait.

The Civil Service Commission has instructed all public sector entities that any foreigner applying for a job in the public sector should produce these two PCC documents before being eligible for recruitment. The certificates are meant to ensure that the employee had a previous clean record and was not convicted of any crime.
