Directorate General of Civil Aviation (DGCA) announces operational procedures for evacuation flights from Kuwait leaving via Kuwait International Airport
Stages of the Evacuation Process: : A. If a certificate that the passenger is clear from COVID-19 virus is not required prior to departure, the procedures are as follows:
i. International airline flights are through the usual passenger check in stages using (T1) terminal. ii. Private flights are through the normal passenger check in stages using (T3) terminal. iii. Kuwait Airways flights are through normal passenger check in using (T4) terminal. vi.Jazeera Airlines are through the usual passenger check in using (T5) terminal.
B. If a certificate that the passenger is clear from COVID-19 virus is required prior to departure, the procedures are as follows: –
i. For Flights departing from terminal (T1), passengers are tested in the Baggage weighing zone (1) by the Ministry of Health medical staff, then issued with a free of COVID-19 virus certificate when test result is negative. If the test result is positive, the necessary procedures shall be taken by the Ministry of Health.
ii. For flights departing from terminal (T3), passengers are tested at the “Royal Aviation” hall by the Ministry of Health medical staff, then issued with a free of COVID-19 virus certificate when test result is negative. If the test result is positive, the necessary procedures shall be taken by the Ministry of Health.
iii. For flights departing from terminal (T4), passengers are tested at the departures’ area before the weighing area by the Ministry of Health medical staff, then issued with a free of COVID19 virus certificate when test result is negative.
If the test result is positive, the necessary procedures shall be taken by the Ministry of Health.
iv. For flights departing from terminal (T5), passengers are tested at the examination area before the weighing area by the Ministry of Health medical staff, then issued with a free of COVID19 virus certificate when test result is negative If the test result is positive, the necessary procedures shall be taken by the Ministry of Health.
2. Ministry of Foreign Affairs Responsibilities (MOFA):
a) The Ministry takes diplomatic approvals in coordination with the embassies of countries in Kuwait and prepares passenger statements and delivers them to the General Directorate of Civil Aviation.
a) After receiving the passenger manifest by the Ministry of Foreign Affairs or the Ministry of Interior, in coordination with the airlines the DGCA shall prepare flight schedules and obtain required approvals from the relevant authorities.
b) The DGCA Department of Operations shall arrange for passenger reception and coordinate with terminal operators, ground service providers and airlines, as well as with the Ministry of Health in the event of request for a Certificate of Examination of the Virus Corona for the journey.
4. Ministry of Health Responsibilities: a) The Ministry prepares for the required passenger screening process and issues free of COVID19 virus certificates for passengers in the inspection area of each terminal.
b) In case of the passenger test result is negative, the Ministry shall issue an approved free of COVID-19 virus certificate to the passenger.
c) If the test result is positive, the Ministry shall take the necessary procedures with the infected passengers.
5. Ministry of Interior Responsibilities : a) The Ministry of Interior is responsible for preparing manifests for deported passengers and provide it to Kuwait DGCA at least 24 hours prior to the flight.
b) The ministry’s responsibility through the Airport Security Department to provide comprehensive insurance of all security measures for locations and passengers from arrival at Kuwait International Airport until they board the aircraft.
c) The ministry’s responsibility through its passport control department for managing airport passport control by completing exit procedures for passengers to leave Kuwait.
d) The ministry is responsible for coordinating with stakeholders within the ministry to regulate the movement of passengers to and from Kuwait International Airport, including the movement of vehicles and traffic permits during the curfew.
6. Airlines responsibilities: :
a) Fully preparation for flight operation process and passenger check in.
b) The airline is responsible for distribution of protective equipment (PPE) (masks, gloves, sanitizers) to passengers before entering the terminal.
7. General instructions for all entities: a) Each entity provides protective equipment (PPE) (gloves, masks, preventive clothing … etc) in accordance with the requirements of the Ministry of Health / Emergency Health Committee.
a) All entities shall comply with the Ministry of Health’s instructions and apply proper health procedures to provide full care to passengers to prevent the spread of the COVID-19 virus.
