Deterrent laws with heavy fines for dumping solid construction waste

Kuwait Municipality Director General Ahmed Al-Manfouhi urged coordination with the Municipal Council and the Environmental Public Authority to develop a building regulation specialized in classifying demolition contractors. An Arab daily explained that these guidelines will incorporate deterrent mechanisms and laws that contain hefty financial fines as penalty for transporting and dumping solid construction waste.

Al-Manfouhi stated on Monday the necessity and urgency of the development of the regulation after the rampant dumping of solid construction waste on the main roads in the residential city of Al-Mutlaa, as well as in nearby wilderness areas. He specified the importance of distinguishing the official agencies in-charge over designated vehicles for transporting waste, considering the dispute over the responsibility for transporting construction waste and controlling its access to the landfills designated for handling.

Moreover, the official revealed that demolition contractors deliberately throw construction waste on main roads instead of designated landfills to ease their workload, putting great pressure and work burden on the municipality’s cleaning teams. He was quoted saying that the current Kuwait Municipality Law is not strict in deterring the violator, as its provisions do not stipulate major financial or legal penalties, calling to attention that a violation report only goes to the court, and then sessions may take about 20 years before the court declares a minor material violation.
