Civil Service Commission accused of corruption in appointments

Appointments in a number of state agencies have been criticized by some parliamentary and popular sources, amid a warning against the continuation of political appeasement and exploitation in the interest of some deputies and influential people who look to achieve narrow personal interests at the expense of the nation.

Informed sources revealed to Al-Qabas that appointments were approved by the Civil Service Commission following the government’s resignation on January 23, without the support of the law and after the intervention of the nepotism, stressing the seriousness of the injustice of national competencies at a time when the least qualified and the lowest in degrees are empowered from some jobs in the state authorities, which hinders development and increases problems.

While the file of government appointments, due to corruption, has recently turned into a means of political appeasement and the benefit of some deputies and the influential, citizens complained via the daily that their right to appointment has been overlooked although they are qualified but the less qualified were appointed because they have connections in higher places.

Informed sources revealed hundreds of appointments were approved recently by the CSC following the government’s resignation, which confirms that they took place outside the framework of the law citing electoral interests.

The sources said the Cabinet’s decision to cancel appointments to leadership positions and to stop transfers, delegation and secondment in government agencies, as of last January 23 (the date of the government’s resignation), has not yet been fully implemented, calling for an investigation into the exceptions to appointment, delegation, transfer and secondment, which affected about 147 jobs after the resignation of the government. and publicize the results of the investigation transparently.

The sources indicated that the CSC held a meeting on January 19, 4 days before the government’s resignation, and took decisions related to transferring employees from one institution to another, but these decisions were not communicated to government agencies until January 25, two days after the government’s resignation. It is to bypass the law.

The sources renewed the warning that achieving electoral interests at the expense of the law frustrates competent people, explaining that external transfer between government agencies has been suspended by a decision of the CSC since 2013, but approved during its meetings last month a number of transfer decisions for some employees, as an exception.

Meanwhile, the daily said what is surprising is the failure to activate the proposal to establish a government training and testing center, which aims to eliminate nepotism in appointments and cancel transfers, delegation and secondment, pointing out that this project is a step towards legalizing appointments and ensuring justice and transparency in appointment, transfer and other administrative procedures.
