Certificates issued by the Public Authority for Civil Information (PACI) detailing a person’s details can be used only to facilitate certain transactions within the country and cannot be used in place of a regular civil ID to enter or exit the country.
Reiterating this, officials from PACI said that the ‘To Whom it May Concern’ certificates now being issued by the Authority is a temporary measure in view of the delay in issuing civil ID cards, and that it was being issued solely on the request by the civil ID holder.
The Authority made it clear that the document detailing the individual’s name and other information contained in the civil ID, can be used as a personal proof of having a valid residency permit, but it cannot be used in place of a regular civil ID at the airport to exit or enter the country.
