177 persons wore ‘former minister’ tag during post invasion phase

During the 31 years of its political history, for the post-invasion phase, Kuwait can be called “the country of ministers” in the strict sense of the word, in light of the large number of personalities bearing the name ‘former minister’, which reflects the political instability of the country.

A local Arabic daily said, as the country stands on the cusp of forming a new government, a special study prepared by a local Arabic daily shows from 1991 to 2022 25 governments were formed in succession by five presidents and 177 ministers participated in them (including 16, have passed away, may God have mercy on them), some of whom held office for once and some of them for two or more times, and took turns holding 531 ministerial portfolios in 398 positions, over a period of 31 years.

This means that on average, every year, 13 personalities are appointed to ministerial positions, while the number of new ministers is about 6.

According to the figures, the government in which ministers participated in the most is the government formed in 2007 headed by His Highness Sheikh Nasser Al-Mohammed, with the number reaching 24, as it witnessed a large number of resignations and appointments.

As for the smallest government in terms of the number of participants, it is the 2011 government, the first formed by His Highness Sheikh Jaber Al-Mubarak, in which only 10 ministers took over 21 portfolios.

The number of portfolios in the 25 governments ranged between 19 and 22, with the exception of the last two governments headed by His Highness Sheikh Sabah Al-Khaled, where the number of ministries reached 23, with the creation of the Ministry of State for Integrity Promotion.
