China steps into Middle East arena as Beijing drives high-stakes diplomacy

. . . to safeguard energy and stability; accelerates Gulf alliances and leads push to calm regional flashpoints; positions itself as power broker

As regional challenges accelerate and energy security and freedom of navigation become increasingly important, China emerges as a major international player, seeking to promote stability through partnership and dialogue, based on a vision that balances security and development, respects the sovereignty of states, and pushes for political solutions.

The complexities and crises of the Middle East open the door to intensive international efforts aimed at containing tensions and preventing crises from sliding into more dangerous paths, which gives diplomatic action a pivotal role and exceptional weight at this stage.

In this context, the Chinese ambassador to Kuwait, H.E. Yang Xin, said Chinese-Gulf relations, especially with Kuwait, are progressing at an accelerated pace at various levels, including security and military cooperation, in parallel with active diplomatic efforts led by Beijing to calm tensions and consolidate stability, in a clear expression of its endeavor to play a balanced and constructive role in regional issues.

Ambassador Shen stressed that China, as a responsible major power, pursues a path of peaceful development and plays an active role as a supporter of world peace, a partner in development, and a defender of the international order.

He revealed that Beijing has intensified its actions since regional tensions escalated last February, by pushing for an immediate halt to military operations, calling for dialogue and negotiation, and rejecting unilateral actions.

He noted that Chinese Foreign Minister Wang Yi had made about 30 phone calls to his counterparts in the countries concerned, including Kuwait, while the Special Envoy for Middle East Affairs carried out shuttle diplomacy tours, including to Kuwait, Saudi Arabia, the UAE, Bahrain and Egypt, as part of intensive efforts to contain the escalation.

He also pointed to a joint Chinese-Pakistani initiative of five points, aimed at restoring peace and stability in the Gulf and the Middle East, which includes an immediate cessation of hostilities, the launch of peace talks, ensuring the security of vital sites, securing shipping lanes, and adhering to the UN Charter, stressing that this initiative is open to all countries and international organizations to participate in it.

Growing security and military partnership

Yang Xin affirmed that China is a reliable friend and partner of the Gulf Cooperation Council (GCC) countries, with relations between the two sides spanning nearly two thousand years of cultural and commercial exchange. Since the GCC’s establishment in 1981, China has been proactive in developing its relations with its member states, and these relations have witnessed a qualitative leap, particularly after the first China-GCC Summit in 2022.

He noted that Kuwait occupies a special place in these relations, being the first Gulf Arab state to establish diplomatic ties with China. In recent years, under the guidance of the leadership of both countries, various areas of cooperation, including security and military affairs, have witnessed increasing dynamism and tangible progress.

He said that security and military cooperation is an essential part of the comprehensive partnership, as China is keen to enhance strategic communication with the Gulf states, including Kuwait, while always emphasizing respect for their sovereignty, security and territorial integrity, and supporting their efforts to maintain stability.

Energy security and freedom of navigation

In assessing the impact of recent events on energy security, Ambassador Shen stressed that the Strait of Hormuz is a vital artery for global trade, especially in the energy sector, and that any disruption to navigation in it harms the common interests of the international community, including China and the Gulf states.

He explained that the roots of the tension are linked to the continuation of conflicts in the region, stressing that the solution lies in achieving a permanent ceasefire and restoring stability, calling on all parties to exercise restraint and avoid escalation.

He affirmed China’s readiness to continue playing a constructive role and to work with various parties to ensure global energy security and the stability of supply chains.

China’s vision for promoting stability

Ambassador Yang Xin outlined Chinese President Xi Jinping’s four-point vision for maintaining peace in the Middle East, which includes:

  • Adherence to peaceful coexistence through strengthening relations between the countries of the region and building a common and sustainable security framework.
  • Respecting the sovereignty of states as the cornerstone of stability and development, while emphasizing the need to protect the security of states and the integrity of their territories.
  • Commitment to international law by supporting the international system based on the United Nations Charter and rejecting double standards in its application.
  • Achieving a balance between development and security, as security is a condition for development and development represents a guarantee of stability.

He stressed that China is ready to share modernization and development opportunities with Middle Eastern countries, contributing to creating a stable and prosperous environment that enhances regional security.
