Hearing on petition filed for health fees revocation today

 The Administration Court will Wednesday look into the petition filed by Lawyer Hashim Al-Rifai against the Minister of Health Dr. Jamal Al-Harbi in which Lawyer Al-Rifai called for the revocation of the new charges on the health services offered to expatriates.

In his address to the minister, he said the Decision No. 293/2017 issued in August regarding the new health charges imposed on expatriates who are already registered under the health insurance system will have negative repercussions on citizens more than expatriates.

Lawyer Al-Rifai insisted that this decision will also negatively impact the reputation of Kuwait especially since Kuwait is known to be a peaceful and humanitarian nation whose leader, His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah is the Global Humanitarian Leader, and that there is not a single part of the world where Kuwaiti humanitarian and relief works have not reached including those inflicted with natural disasters and wars regardless of religion, race and language.

He said the action of Minister of Health, despite all these humanitarian works of the country, to go ahead with increasing the charges for health services required by expatriates in Kuwait was contrary to the Kuwaiti Constitution and laws that regulate health services. Lawyer Al-Rifai stressed that Law No. 1/1999 forbids the minister from imposing new fees on those who are covered under health insurance, and that no ministerial decision should go against the existing law. He added that the ministerial decision also violates the Universal Declaration of Human Rights.
