The Cabinet has endorsed a draft law on the conditions and standards for appointment to leading positions, as well as the rules for evaluating the performance of employees and officials, reports a local daily quoting sources.

According to a newspaper report, sources disclosed the conditions and standards include putting vacant positions in the structure, university qualification, 22 years experience for appointment in the excellent degree, 20 years for undersecretaries and 16 years for assistant undersecretaries.

Sources said the draft law states amendments to civil service decree Number 15/1979 such as requiring those who will be appointed to leadership posts to present a qualification report and they must be fluent in English with excellent computer skills and passing marks in training courses. Sources added that priority will be given to applicants from the main authority, followed by the governmental body and then the non-governmental authority.

The same sources explained that Mubarak Al- Kabeer and Capital Municipal branches will be merged under the command of Engineer Faisal Al-Jum’a, and Hawalli will be joined together with Ahmadi Municipality and supervised by Fahad Dughaim, while Engineer Ahmad Al-Hazeem will take charge of activities after a merger of Jahra and Farwaniya Municipal branches, following the reshuffle.
